But "if we don't get more jobs, the housing market is going nowhere." &lt;br /&gt;&lt;br /&gt;The news came one day after a report showed that sales of previously owned homes rose 6.8 percent in March. Although new-home sales make up a much smaller share of home-buying activity, economists are watching the data carefully as an indicator of whether the beleaguered construction industry will begin to add jobs in substantial numbers.&lt;br /&gt;&lt;br /&gt;Home builders' stocks climbed, with the Standard &amp; Poor's index of 12 major builders increasing nearly 11 percent. &lt;br /&gt;&lt;br /&gt;Last year, housing was a drag on economic growth, but that could turn this year, said David Crowe, chief economist for the National Association of Homebuilders. Housing should contribute positively to the nation's first-quarter growth when the government's report on gross domestic product is released Friday, he said.&lt;br /&gt;&lt;br /&gt;New-home sales in March jumped the most in markets hit by February's winter storms. It would do this by encouraging banks to reduce the principal on loans in default, and by refinancing troubled loans into Federal Housing Administration-backed mortgages.&lt;br /&gt;&lt;br /&gt;The change could help borrowers such as Hector Antonio Gomez and Sandra Segovia of Los Angeles. They were among the relatively small group of homeowners to get a permanent reduction in payments under the administration's current program.&lt;br /&gt;&lt;br /&gt;The Salvadoran natives avoided foreclosure but are still saddled with big debts: They owe $460,000 on a two-bedroom bungalow that is assessed at $350,000, but that probably wouldn't fetch more than $286,000, according to a real estate industry estimate.&lt;br /&gt;&lt;br /&gt;"We will never be able to pay that off," Gomez said in Spanish as he stood in his tiny tomato garden. Like many first-time buyers who purchased during the heady days of the bubble years, the couple figured that home values would keep going up.&lt;br /&gt;&lt;br /&gt;With the changes announced Friday, the administration hopes its Home Affordable Modification Program will meet its target of helping 3 million to 4 million homeowners avoid foreclosure through 2012.&lt;br /&gt;&lt;br /&gt;To date, just 170,000 people have gotten permanently lowered mortgage payments under the year-old program - which barely puts a dent in the projected 10 million to 20 million foreclosures expected in the next three years.&lt;br /&gt;&lt;br /&gt;"It's really important to recognize we're not going to stop every foreclosure," said Diana Farrell, deputy director of the White House's National Economic Council. "It wouldn't be fair, it would be too expensive and we probably wouldn't succeed, in any case, because many people got into homes that they simply cannot afford."&lt;br /&gt;&lt;br /&gt;Slashing the principal on underwater mortgages is seen by many experts as a key to helping borrowers stay in their homes, but the administration has resisted such a move as it could encourage some borrowers to fall behind on their mortgages intentionally - and sticking taxpayers with the bill.&lt;br /&gt;&lt;br /&gt;But under greater pressure from the government, and with more foreclosures looming, lenders are suddenly warming to the idea.&lt;br /&gt;&lt;br /&gt;On Wednesday, Bank of America Corp. said it would offer to erase as much as $3 billion in principal owed by thousands of severely delinquent borrowers. &lt;br /&gt;&lt;br /&gt;"There have been growing pains in that program. I think that we all think that we could have certainly done better," Assistant Treasury Secretary Michael Barr said. "And as the crisis unfolded, we wanted to be mindful of the need to adjust the program along the way."&lt;br /&gt;&lt;br /&gt;Still, the new incentives just "tinker around the edges" of the problem, said John Taylor, president of the National Community Reinvestment Coalition. HEAVENS&lt;br /&gt;The Philadelphia Inquirer&lt;br /&gt;PHILADELPHIA -- Mortgage delinquencies and foreclosures maintain a high profile as the economy feels its way through a mostly jobless recovery. The home-building business continues to struggle, with several U.S. companies in bankruptcy.&lt;br /&gt;&lt;br /&gt;Yet some observers believe they are seeing the emerging signs of a housing shortage. The current overabundance of available homes may be masking a need for more housing in certain parts of the country in the next few years, these analysts say.&lt;br /&gt;&lt;br /&gt;Predicting how much housing is needed involves a complex calculus that weighs hard statistics (new-home starts, sales of previously owned homes) against a certain amount of demographic tea-leaf reading (household-formation forecasts). Thus, there isn't complete consensus on what will be enough. &lt;br /&gt;&lt;br /&gt;"At current levels of housing construction and demand, the nation has just about two years' worth of excess vacant homes for sale and rent," said Moody's Economy.com chief economist Mark Zandi.&lt;br /&gt;&lt;br /&gt;"However, by mid-2012, the market could very well begin to become undersupplied. Besides increasing the downpayment requirement, another suggestion under discussion is raising the upfront mortgage insurance premium to 2.25 percent of the loan amount, up from 1.75 percent currently. &lt;br /&gt;&lt;br /&gt;The National Association of REALTORS® also opposes the proposal to raise the mandatory down payment for an FHA loan. The FHA remains financially strong because it has taken steps to ensure solid underwriting standards and responsible lending practices, said Charles McMillan, NAR immediate past president, in testimony before the House Subcommittee on Housing and Community Opportunity.&lt;br /&gt;&lt;br /&gt;“As the leading advocate for housing issues, NAR believes that one of the best ways Congress can help strengthen FHA is to quickly consider and pass legislation that would make current loan limits permanent,” McMillan said. “It’s important to note that higher balance FHA loans perform better than lower balance ones. While some argue that higher balance loans put taxpayers at risk, such loans actually strengthen the program and reduce risk to the fund.”&lt;br /&gt;&lt;br /&gt;Explaining that FHA has played an important role in the recent housing and economic crisis by filing the gap left by private lenders, McMillan said FHA insured almost 30 percent of single-family mortgages in 2009 and more than 50 percent of first-time buyer loans. “Historically, FHA’s market share has hovered between 10 and 15 percent of all loans. And when the private market is strong enough to return, we welcome a reduced FHA market share,” he said.&lt;br /&gt;&lt;br /&gt;McMillan said NAR was also concerned that FHA wanted to decrease seller concessions to 3 percent.
